Govt students to now get diaries without cost

For the first time, more than 50 lakh government school students in Tamil Nadu will be getting diaries to keep parents updated on their child’s academic performance, among other things. The diary system, previously, existed only in private educational institutions.

The move is expected to bridge communication gap between the teachers and parents. Students from Classes 6 to 12 will get diaries free of cost. 

A senior Directorate of School Education official told DT Next that at present about 55.5 lakh students were studying in government schools from middle to higher secondary level.

Stating that the school diary is being designed with inputs from academicians and experts, he said after the distribution, students will be asked to carry the diary everyday to school without fail. “Teachers will highlight their remarks and comments about the students and parents too will be asked to check the diary daily,” he said, adding, that as is the practice in private schools, if the student is absent, parents have to mention the reason for leave. 

The official also said the diary will contain details of government schemes including nutritious meal programme, textbooks, laptop, uniform and others available for students. “Contents will be in both Tamil and English,” he pointed out. He said the first couple of pages will be reserved for personal details of students, including their photograph and fingerprints. “The school diary will not only help the parents and teachers know more about the activities of the students but also helps them monitor their progress,” the official said, adding, the diary will also contain the national anthem and Tamil invocation.

ஒரே தலைமை ஆசிரியர் கண்காணிப்பதால் கல்வித் தரம்உயரும் என்று பள்ளிக் கல்வித்துறை அமைச்சர் செங்கோட்டையன் தெரிவித்துள்ளார்.

சென்னையில் இன்று செய்தியாளர்களைச் சந்தித்துப்பேசிய அவர், ''ஒரே வளாகமாக இருக்கும் பள்ளியில், ஒற்றைத் தலைமை ஆசிரியர் கண்காணிப்பதால் கல்வித்தரம் உயரும். அங்கே நடைபெறும் கல்விப் பணிகளைக் கண்காணித்து, அறிவுரை வழங்க, உயர்நிலைப்பள்ளி, மேல்நிலைப் பள்ளி தலைமை ஆசிரியர்களுக்கு அனுமதி வழங்கப்பட்டுள்ளது. இதற்கு முதல்வரின் அனுமதியோடு, ஆணை பிறப்பிக்கப்பட்டுள்ளது.பள்ளி வளாகத்தை ஒருங்கிணைக்கவும் ஆய்வு செய்து ஆசிரியர்கள் வராதபோதும் கல்வித் தரத்தை ஆய்வு செய்யவும் தலைமை ஆசிரியர்களுக்கு வாய்ப்பு அளிக்கப்பட்டுள்ளது.இதனை மக்களும் கல்வியாளர்களும் பெற்றோர்களும் வரவேற்றுள்ளனர்.

நீட் தேர்வுக்குப் பயிற்சி அளிப்பது மட்டுமே பள்ளிக் கல்வித்துறையின் நடவடிக்கை. நீட் தேர்வில் தேர்ச்சி பெற்ற மாணவர்களை மேற்படிப்புக்கு அனுப்புவது, மருத்துவத் துறையில் உள்ள மக்கள் நல்வாழ்வுத் துறை அமைச்சரின் ஆளுகைக்கு உட்பட்டது. அவர்தான் நீட் தேர்வில் ஆள் மாறாட்டம் குறித்துப் பதிலளிக்க முடியும்.பள்ளிக் கல்வித்துறை சார்பில், நீட் நுழைவுத் தேர்வு பயிற்சிக்காக 412 மையங்கள் அமைக்கப்பட்டுள்ளன. ஆசிரியர்களைக் கொண்டு இந்தப் பயிற்சி அளிக்கப்பட்டு வருகிறது.

ராஜஸ்தானில் உள்ள நிறுவனம் மூலம் வீடியோ கான்ஃபரன்சிங் மூலம் பயிற்சி அளிக்கவும் திட்டமிடப்பட்டுள்ளது'' என்று அமைச்சர் செங்கோட்டையன் தெரிவித்துள்ளார்.ஒரே வளாகத்தில் செயல்படும் அரசு தொடக்க மற்றும் நடுநிலைப் பள்ளிகளின் கல்விச் செயல்பாடுகளைக் கண்காணிக்கும் பொறுப்பு, உயர்நிலை மற்றும் நடுநிலைப் பள்ளி தலைமை ஆசிரியர்களுக்கு வழங்கப்பட்டுள்ளது. இதற்கான அரசாணை அண்மையில் வெளியிடப்பட்டது.

கோவானூரில் உள்ள ஊருணியின் முகப்பு பகுதியில் ஒரு வரத்துக்கால் உள்ளன. இது சுமார் 300 ஆண்டுகளுக்கு முன் கட்டப்பட்டது. இதைக் கட்ட பயன்பட்ட கற்கள் இடிந்து போன கோயில்களிலிருந்து எடுத்துவரப்பட்டதைப் போல உள்ளது. இதுபோன்ற கற்கள் ஊரின் பல பகுதியில் சிதறிக் கிடப்பதைப் பார்க்கலாம்.

மதுரையை ஆண்ட மன்னனின் வரிகள்

Student innovators developing system for measuring attentiveness in class using facial recognition

A team of six student innovators from India and Singapore is working on a system to measure attentiveness of children in a classroom using facial recognition, video processing and image processing.
     
The team, which is being mentored by experts from respective countries, is competing for the Ministry of Human Resource Development's India-Singapore Hackathon, 2019, winners of which will be awarded by Prime Minister Narendra Modi at the Indian Institute of Technology Madras.
   
"The team is working on developing a method to measure attentiveness of students in a classroom using facial recognition, video processing and image processing. The system will help providing effective feedback to a teacher so that he or she can work on improving," HRD Higher Education Secretary R Subrmanayam said.
   
"There are 20 teams with six members each, including three from India and as many from Singapore. They are working on developing solutions to problem areas identified in India. This is the second edition of the India-Singapore Hackathon. The first one was held in Singapore," he added.
   
There is another team working on "sentiment analysis" of students and another on a framework to track and avoid reuse of medical waste using sensor-based smart bins.
   
"Stress in students is a worrying factor and many times it leads to depression, hypertension and in a few cases students may take drastic steps. Majority of students use smartphones and are active on social media. The team is working on a solution to understand psychological and emotional state of students by analysing their social media behaviour and see if we develop an early warning system," he said.
   
The 36-hour long fast paced hackathon will be organised at IIT Madras from September 28-29. The winning team will be awarded on September 30.
   
The team with the most innovative solution will be presented with a prize money worth 10,000 USD while the second, third and fourth winning teams will get USD 8000, USD 6000 and USD 4000, respectively.

India rises 4 places to 44th rank in world digital competitiveness rankings

 India has advanced four places to 44th position in terms of digital competitiveness in the world as the country has made improvement in terms of knowledge and future readiness to adopt and explore digital technologies, according to a global report.
       
India rose from 48th place in 2018 to 44th rank this year as the country has improved overall in all factors knowledge, technology and future readiness as compared to the previous year's ranking.
     
"India advanced four places to 44th position in 2019, with the biggest improvement in the technology sub-factor level, holding first position in telecommunications investment," according to the IMD World Digital Competitiveness Ranking 2019 (WDCR).
     
The US was ranked as the world's most digitally competitive economy, followed by Singapore in the second place. Sweden was ranked third on the list, followed by Denmark and Switzerland in the 4th and 5th place, respectively.
     
Others in the list of top-10 most digitally competitive economy include Netherlands in the 6th place, Finland (7th), Hong Kong SAR (8th), Norway (9th) and Republic of Korea (10th).
     
The largest jump in the overall ranking was registered by China, moving from 30th to 22nd, and Indonesia, from 62nd to 56th.
     
"In the case of China, the improvement originated mainly in the knowledge factor (18th) in which it progressed in the training and education sub-factor (from 46th to 37th) and in scientific concentration (21st to 9th)," the report said.
     
Several Asian economies advanced significantly in the ranking compared to last year. Hong Kong SAR (8th) and the Republic of Korea (10th) entered the top-10 for the first time, while Taiwan and China moved up to 13th and 22nd place, respectively.
     
"India and Indonesia jumped four and six positions, respectively, supported by positive results in talent, training and education as well as the enhancement of technological infrastructure," said Arturo Bris, director of the IMD World Competitiveness Center.
     
The Ranking, produced by the IMD World Competitiveness Center, measures the capacity and readiness of 63 nations to adopt and explore digital technologies as a key driver for economic transformation in business, government and wider society.
     
To evaluate an economy, WDCR examines three factors: Knowledge, the capacity to understand and learn the new technologies; technology, the competence to develop new digital innovations; and future readiness, the preparedness for the coming developments.

கல்வித் தரத்தை கருத்தில் கொண்டு தமிழகத்தில் புதிய சிபிஎஸ்இ பள்ளிகள் தொடங்க அனுமதி வழங்குவது குறித்து முதல்வருடன் ஆலோசித்த பிறகே முடிவெடுக்கப்படும் என பள்ளிக் கல்வித் துறை அமைச்சர் கே.ஏ.செங்கோட்டையன் கூறினார்.

சிபிஎஸ்இ பள்ளிகள் மேலாண்மை சங்கத்தின் ஆண்டு பொதுக்குழுக் கூட்டம் சென்னையில் புதன்கிழமை நடைபெற்றது. இதில் அமைச்சர் கே.ஏ.செங்கோட்டையன், இயக்குநர் எஸ்.கண்ணப்பன் ஆகியோர் பங்கேற்றனர். இந்தக் கூட்டத்துக்குப் பிறகு அமைச்சர் செங்கோட்டையன் செய்தியாளர்களிடம் கூறியது: சிபிஎஸ்இ பள்ளிகள் தொடர்ந்து அதிகரித்து வருவதால் கல்வித் தரத்தை கருத்தில் கொண்டு புதிதாக திறக்க அனுமதி வழங்கக் கூடாது என்று சிபிஎஸ்இ சங்கத்தினர் கோரிக்கை விடுத்துள்ளனர். இது தொடர்பாக முதல்வரிடம் பேசி தடையில்லா சான்றிதழ் வழங்குவதில் பல்வேறு நிபந்தனைகளை கொண்டு வரவும், புதிய பள்ளிகளுக்கு தடையில்லா சான்றிதழ் வழங்காமல் இருப்பது குறித்தும் நடவடிக்கை எடுக்கப்படும்.

சிபிஎஸ்இ பள்ளிகளிலும் இட ஒதுக்கீடு: கட்டாய கல்வி உரிமைச் சட்டத்தின் கீழ் தமிழகத்தில் அனைத்து தனியார் பள்ளிகளிலும் நுழைவு நிலை வகுப்புகளில் 25 சதவீத இட ஒதுக்கீடு வழங்க வேண்டும். இந்த விதிமுறை சிபிஎஸ்இ பள்ளிகளுக்கும் பொருந்தும். விதிமுறைகளுக்கு உட்பட்டு பள்ளிகளில் ஏழை மாணவர்களுக்கு சேர்க்கை வழங்க வேண்டும். இல்லாவிட்டால் சம்பந்தப்பட்ட பள்ளிகள் மீது உரிய நடவடிக்கை எடுக்கப்படும். இனிவரும் காலங்களில் அனைத்துப் பள்ளிகளிலும் இந்த இட ஒதுக்கீட்டு அறிவுறுத்தல்களை பின்பற்றி முழுமையாக நடைமுறைப்படுத்த வேண்டும்.

தனியார் பள்ளி மாணவர்கள் பிளஸ் 2 வகுப்பை முடித்த பின்னர் தனியாக ஓராண்டு தனியார் பயிற்சி மையங்களில் சிறப்புப் பயிற்சி பெற்று தேர்வெழுதுகின்றனர். இந்த காரணத்தால்தான் அவர்கள் அதிகமாக தேர்ச்சி பெறுகின்றனர். நிகழாண்டு அரசின் சார்பில் செயல்படும் இலவச நீட் பயிற்சி மையங்களில் மேம்படுத்தப்பட்ட தொழில்நுட்ப வசதிகள் இணைக்கப்பட்டுள்ளன. முதுநிலை ஆசிரியர்களுக்கும் நன்கு பயிற்சி அளிக்கப்பட்டுள்ளது. எதிர்வரும் நீட் தேர்வில் அரசுப் பள்ளி மாணவர்கள் அதிகளவில் தேர்ச்சி பெறுவர் என்றார்.
