Self-defence classes in govt schools from October

The Tamil Nadu government would start self-defence classes in the state-run schools from next month, School Education Minister K A Sengottaiyan said on Saturday.

The government proposed to teach martial arts for the students and also teach them to differentiate 'good touch and bad touch' for their safety and security, he said.
   
Talking to reporters on the sidelines of a function at a private engineering college here, the Minister said the the government has been implementing various welfare schemes despite a financial burden of Rs 14,000 crore.
   
Discussions were on with the Chief Minister K Palaniswami to allot marks for students of government schools, who plant at least two saplings, he said.
   
Stating that the state was a pioneer in introducing novel schemes and changes in the educational and environmental sectors, he said it tops in 'kudimaramathu' (rejuvenation of water bodies) work.
   
The foresight of the government was appreciated by one and all and as far as NEET was concerned, Tamil Nadu was the first state to provide training to students; and at least 500 students would join medical colleges next year, he said.
  
It was good to study 11th and 12th standard books to appear for NEET as they have been altered to make students be prepared for the competitive exams, the Minister said.
   
Environment Minister Karuppannan, who was also present, said a probe would be held with regard to complaints of removal of soil and mud for brick kilns without proper permission.
   
Referring to the ban on plastic products in Tamil Nadu, he said plastics were coming into the state from North and steps would be taken to ban them also.
   
A total of 200 teachers and best principals from the government and private schools in this region was presented with awards at the function organised by Sri Shakthi Institute of Engineering and Technology.

DoTE to check pay anomalies of staff in colleges

Action comes after complaints that junior staff were drawing more salary than seniors against the UGC norms

For the first time, the Tamil Nadu Government has decided to track the salary details of the staff from all colleges and universities across the State in a bid to solve the pay anomalies. 

The Directorate of Technical Education (DoTE) move came when several faculties and staff from various institutions complained that junior staff were drawing more pay than seniors against the University Grants Commission (UGC) norms.

A senior official from the DoTE told that there is a rule to provide the financial details of institutions coming under the Higher Education Department.

“However, very few colleges provide the details and particulars of some institutions that are not sufficient to compare and justify the pay anomaly,” he said, adding that the colleges, which get their funds from the State and the Centre, have not sent the financial reports.” The official stated that during the scrutiny of the complaints lodged by the affected staff of the institutions, it was found that lots of discrepancies have taken place in the payslips.

“In addition, after few surprise checks in the colleges, it was found in some cases that the salary particulars furnished in the comparative statements were contrary to the entries made in the register of both seniors and juniors,” he added.

He said that the government has decided to revise the previous format and prescribe a new online format to verify the correctness of pay anomaly for solving the issue quickly without delay. 

Accordingly, the institutions should follow the new format for sending the salary details of the staff with immediate effect. The official said that action would be taken against the management if any college is found to have sent wrong details in the new format, which has been sent to all the institutions.

 

“The colleges have to send the details every month for verification,” he said adding that a separate committee has been constituted, comprising retired government college professors to cross check the details provided by the institutions. 

The official also said that every college should appoint a representative to clear the doubts of the authorities concerned in connection with the salaries of the staff.

Kerala finest in school education

While Rajasthan and Karnataka are ranked second and third respectively, Uttar Pradesh secured the last spot.

Kerala tops in the quality of school education offered in the country, as per the Niti Aayog.

It has ranked the states in the School Education Quality Index (SEQI) 2019 according to their academic performance.

The SEQI will be released soon by the union human resources development ministry. While Rajasthan and Karnataka are ranked second and third respectively, Uttar Pradesh secured the last spot.

The purpose of the state-level SEQI is to focus on improving education outcomes. The index has been measured on the basis of 44 indicators 29 outcome indicators and 15 governance and management indicators.

The ranking indicators are the quality of education, reach, infrastructure and administration.

The ranking based on 2016-17 statistics was prepared with the help of the World Bank and other technical experts.

To facilitate comparisons, states and union territories have been grouped as large states, small states and union territories.

Within each of these groups, the indicator values have been appropriately scaled, normalised and weighed to generate an overall performance score and ranking for each state and UT.

விண்ணப்பங்களை ஆய்வு செய்த அதிகாரிகள் தகுதியில்லாத 677 பேரின் விண்ணப்பத்தை நிராகரித்தனர். மற்ற 3,930 விண்ணப்பங்கள் ஏற்கப்பட்டது. இதனையடுத்து சான்றிதழ் சரிபார்ப்புக்காக விண்ணப்பதாரர்கள் தமிழக சட்டசபை வளாகத்துக்கு அழைக்கப்பட்டனர்.

சென்னை வானிலை ஆய்வு மைய இயக்குநர் பாலச்சந்திரன் நிருபர்களுக்கு பேட்டி அளித்தார். அப்போது  அவர் கூறியதாவது 

கடந்த சில தினங்களாக வளிமண்டல மேலடுக்கு சுழற்சியின் நகர்வு  காரணமாக தமிழகம் மற்றும் புதுவையில் தென்மேற்குப் பருவமழை பரவலாக பெய்துள்ளது. அக்டோபர் 3-ஆம் வாரத்தில் வடகிழக்கு பருவமழை தொடங்க வாய்ப்பு உள்ளது. இந்த ஆண்டு வடகிழக்கு பருவமழை இயல்பை ஒட்டியே இருக்கும்.

கடந்த ஜூன் 1 முதல் இன்று வரை தமிழகம் மற்றும் புதுவையில் பதிவான மழையின் அளவு 38 சென்டிமீட்டர். இந்த காலகட்டத்தின் இயல்பு அளவு 33 சென்டிமீட்டர். இது இயல்பைவிட 16 சதவிகிதம் அதிகம்.

சென்னையில் ஜூன் 1 முதல் இன்று வரை பெய்த மழையின் அளவு 59 சென்டிமீட்டர். இயல்பு அளவு 42 சென்டிமீட்டர் ஆகும். இது இயல்பை விட 39 சதவிகிதம் அதிகம். இந்த ஆண்டு செப்டம்பர் மாதம் இயல்பை விட அதிகமாக மழை பெய்துள்ளது.

தெற்காசிய நாடுகளுக்கான வடகிழக்கு பருவமழையின் முன்னறிவிப்பின்படி இந்த ஆண்டு தமிழகம் உள்ளிட்ட தென்னிந்திய பகுதிகளுக்கு வடகிழக்கு பருவமழை இயல்பு அளவை ஒட்டியே இருக்கும். தென் மேற்கு பருவமழை அக்டோபர் மாதத்தின் முதல் இரண்டு வாரங்களில் முடிய உள்ளதால் மூன்றாம் வாரம் முதல் வடகிழக்கு பருவமழை தொடங்க வாய்ப்புள்ளதாக அவர் தெரிவித்தார்.

Smart classrooms in TN govt schools from October

In a bid to improve academic performance by enhancing learning techniques, smart classrooms equipped with smart boards that offer 3-D animation and virtual laboratories for students between Classes 8 and 10 would be made functional in over 7,500 government schools in the State by October this year, sources said.

While officials mentioned that the smart learning initiative was in its final stages of implementation, all the smart classrooms will be equipped with a white smart board, which can also be used as a screen to see video clippings and show slideshows. The classrooms would also offer 3-D animations, graphs, animated videos to teach all subjects, including Tamil and English, besides providing virtual laboratories for learning science, official sources said.

A senior official from the School Education department told that online resources such as Wi-Fi connection, overhead projectors, laptops and desktops for teachers are being set up in the smart classrooms. “In addition, the classroom will also have CCTV cameras, speakers and LED lighting set-up,” the official added.

Stating that the government had already taken the initiative of establishing smart classrooms by mobilising funds from various schemes, the official said the Directorate of School Education also encouraged mobilisation of Corporate Social Responsibility (CSR) support to set up smart classrooms in the State-run schools. According to the official, study textbook material, which are available in the website, can be accessed by the teachers through QR code using a computer and it, in turn, can be displayed on the smart board through the overhead projector. “This will not only make learning an enjoyable experience for students but also improve their academic performance,” the official added.

Pointing out that more than 30,000 teachers will be trained to teach students in smart classrooms, the official added that about 20,000 teachers have already been trained. “Teachers will also be trained to use computers for accessing textbook and course materials from the website,” the official added.

Claiming that all the smart classrooms will be on a par with those in top private schools, the official said that experts were already hired to train the teachers batch-wise. “The training will be completed by September-end,” the official said. The government is also considering the move to provide tablets to students, the official added.

Govt students to now get diaries without cost

For the first time, more than 50 lakh government school students in Tamil Nadu will be getting diaries to keep parents updated on their child’s academic performance, among other things. The diary system, previously, existed only in private educational institutions.

The move is expected to bridge communication gap between the teachers and parents. Students from Classes 6 to 12 will get diaries free of cost. 

A senior Directorate of School Education official told DT Next that at present about 55.5 lakh students were studying in government schools from middle to higher secondary level.

Stating that the school diary is being designed with inputs from academicians and experts, he said after the distribution, students will be asked to carry the diary everyday to school without fail. “Teachers will highlight their remarks and comments about the students and parents too will be asked to check the diary daily,” he said, adding, that as is the practice in private schools, if the student is absent, parents have to mention the reason for leave. 

The official also said the diary will contain details of government schemes including nutritious meal programme, textbooks, laptop, uniform and others available for students. “Contents will be in both Tamil and English,” he pointed out. He said the first couple of pages will be reserved for personal details of students, including their photograph and fingerprints. “The school diary will not only help the parents and teachers know more about the activities of the students but also helps them monitor their progress,” the official said, adding, the diary will also contain the national anthem and Tamil invocation.

சென்னையில் இன்று செய்தியாளர்களைச் சந்தித்துப்பேசிய அவர், ''ஒரே வளாகமாக இருக்கும் பள்ளியில், ஒற்றைத் தலைமை ஆசிரியர் கண்காணிப்பதால் கல்வித்தரம் உயரும். அங்கே நடைபெறும் கல்விப் பணிகளைக் கண்காணித்து, அறிவுரை வழங்க, உயர்நிலைப்பள்ளி, மேல்நிலைப் பள்ளி தலைமை ஆசிரியர்களுக்கு அனுமதி வழங்கப்பட்டுள்ளது. இதற்கு முதல்வரின் அனுமதியோடு, ஆணை பிறப்பிக்கப்பட்டுள்ளது.பள்ளி வளாகத்தை ஒருங்கிணைக்கவும் ஆய்வு செய்து ஆசிரியர்கள் வராதபோதும் கல்வித் தரத்தை ஆய்வு செய்யவும் தலைமை ஆசிரியர்களுக்கு வாய்ப்பு அளிக்கப்பட்டுள்ளது.இதனை மக்களும் கல்வியாளர்களும் பெற்றோர்களும் வரவேற்றுள்ளனர்.

மதுரையை ஆண்ட மன்னனின் வரிகள்

Student innovators developing system for measuring attentiveness in class using facial recognition

A team of six student innovators from India and Singapore is working on a system to measure attentiveness of children in a classroom using facial recognition, video processing and image processing.
     
The team, which is being mentored by experts from respective countries, is competing for the Ministry of Human Resource Development's India-Singapore Hackathon, 2019, winners of which will be awarded by Prime Minister Narendra Modi at the Indian Institute of Technology Madras.
   
"The team is working on developing a method to measure attentiveness of students in a classroom using facial recognition, video processing and image processing. The system will help providing effective feedback to a teacher so that he or she can work on improving," HRD Higher Education Secretary R Subrmanayam said.
   
"There are 20 teams with six members each, including three from India and as many from Singapore. They are working on developing solutions to problem areas identified in India. This is the second edition of the India-Singapore Hackathon. The first one was held in Singapore," he added.
   
There is another team working on "sentiment analysis" of students and another on a framework to track and avoid reuse of medical waste using sensor-based smart bins.
   
"Stress in students is a worrying factor and many times it leads to depression, hypertension and in a few cases students may take drastic steps. Majority of students use smartphones and are active on social media. The team is working on a solution to understand psychological and emotional state of students by analysing their social media behaviour and see if we develop an early warning system," he said.
   
The 36-hour long fast paced hackathon will be organised at IIT Madras from September 28-29. The winning team will be awarded on September 30.
   
The team with the most innovative solution will be presented with a prize money worth 10,000 USD while the second, third and fourth winning teams will get USD 8000, USD 6000 and USD 4000, respectively.

India rises 4 places to 44th rank in world digital competitiveness rankings

 India has advanced four places to 44th position in terms of digital competitiveness in the world as the country has made improvement in terms of knowledge and future readiness to adopt and explore digital technologies, according to a global report.
       
India rose from 48th place in 2018 to 44th rank this year as the country has improved overall in all factors knowledge, technology and future readiness as compared to the previous year's ranking.
     
"India advanced four places to 44th position in 2019, with the biggest improvement in the technology sub-factor level, holding first position in telecommunications investment," according to the IMD World Digital Competitiveness Ranking 2019 (WDCR).
     
The US was ranked as the world's most digitally competitive economy, followed by Singapore in the second place. Sweden was ranked third on the list, followed by Denmark and Switzerland in the 4th and 5th place, respectively.
     
Others in the list of top-10 most digitally competitive economy include Netherlands in the 6th place, Finland (7th), Hong Kong SAR (8th), Norway (9th) and Republic of Korea (10th).
     
The largest jump in the overall ranking was registered by China, moving from 30th to 22nd, and Indonesia, from 62nd to 56th.
     
"In the case of China, the improvement originated mainly in the knowledge factor (18th) in which it progressed in the training and education sub-factor (from 46th to 37th) and in scientific concentration (21st to 9th)," the report said.
     
Several Asian economies advanced significantly in the ranking compared to last year. Hong Kong SAR (8th) and the Republic of Korea (10th) entered the top-10 for the first time, while Taiwan and China moved up to 13th and 22nd place, respectively.
     
"India and Indonesia jumped four and six positions, respectively, supported by positive results in talent, training and education as well as the enhancement of technological infrastructure," said Arturo Bris, director of the IMD World Competitiveness Center.
     
The Ranking, produced by the IMD World Competitiveness Center, measures the capacity and readiness of 63 nations to adopt and explore digital technologies as a key driver for economic transformation in business, government and wider society.
     
To evaluate an economy, WDCR examines three factors: Knowledge, the capacity to understand and learn the new technologies; technology, the competence to develop new digital innovations; and future readiness, the preparedness for the coming developments.

குரூப் 2 தேர்வில் வெற்றி பெற மூன்று நிலைகளைக் கடக்க வேண்டும். முதல்நிலைத் தேர்வு, முதன்மைத் தேர்வு மற்றும் நேர்காணல். இந்த மூன்று நிலைகளிலும் வெற்றிபெறும் பட்சத்தில் அவர்களுக்கு அரசுப் பணியிடங்கள் வழங்கப்படும். இந்தத் தேர்வில் பங்குபெற பட்டப்படிப்பு முடித்திருந்தால் போதுமானது.

இதேபோன்று குரூப் 2ஏ தேர்வானது பல்வேறு துறைகளில் உதவியாளர், கிளார்க், ஸ்டெனோ - டைபிஸ்ட் உள்ளிட்ட பணியிடங்களுக்கு நடத்தப்படுகிறது. இதில், மூன்று நிலைகள் அல்லாமல் ஒரே ஒரு போட்டித் தேர்வு மட்டுமே நடத்தப்படும். நேர்முகத் தேர்வு கிடையாது.

இந்த நிலையில், டிஎன்பிஎஸ்சி, குரூப் 2 தேர்வில் சில மாற்றங்களைக் கொண்டு வரப்போவதாக செய்திகள் பரவி வருகின்றன. தமிழக அரசுப் பணியாளர் தேர்வாணையத்தின் செயலாளர் நந்தகுமார் சமீபத்தில் செய்தியாளர்களிடம் பேசும்போது, 'குரூப்-2 & குரூப் 2ஏ தேர்வுக்கான அறிவிக்கைகள் அடுத்த மாதம் வெளியிடப்படவுள்ளன. மேலும், குரூப் 2 தேர்வில் மாற்றங்கள் கொண்டு வருவது குறித்து ஆலோசிக்கப்பட்டு வருவது உண்மை தான்' என்று கூறினார்.

குரூப் 2 தேர்வில் முதன்மைத் தேர்வு வினாக்களில் மாற்றங்கள் அல்லது குரூப் 2 மற்றும் குரூப் 2ஏ ஆகிய இரண்டு தேர்வுகளும் ஒன்றாக நடத்தப்பட வாய்ப்பிருப்பதாக போட்டித்தேர்வுக்கு பயிற்சி அளிக்கும் கல்வியாளர்கள் கூறுகின்றனர்.

சிபிஎஸ்இ பள்ளிகள் மேலாண்மை சங்கத்தின் ஆண்டு பொதுக்குழுக் கூட்டம் சென்னையில் புதன்கிழமை நடைபெற்றது. இதில் அமைச்சர் கே.ஏ.செங்கோட்டையன், இயக்குநர் எஸ்.கண்ணப்பன் ஆகியோர் பங்கேற்றனர். இந்தக் கூட்டத்துக்குப் பிறகு அமைச்சர் செங்கோட்டையன் செய்தியாளர்களிடம் கூறியது: சிபிஎஸ்இ பள்ளிகள் தொடர்ந்து அதிகரித்து வருவதால் கல்வித் தரத்தை கருத்தில் கொண்டு புதிதாக திறக்க அனுமதி வழங்கக் கூடாது என்று சிபிஎஸ்இ சங்கத்தினர் கோரிக்கை விடுத்துள்ளனர். இது தொடர்பாக முதல்வரிடம் பேசி தடையில்லா சான்றிதழ் வழங்குவதில் பல்வேறு நிபந்தனைகளை கொண்டு வரவும், புதிய பள்ளிகளுக்கு தடையில்லா சான்றிதழ் வழங்காமல் இருப்பது குறித்தும் நடவடிக்கை எடுக்கப்படும்.

சிபிஎஸ்இ பள்ளிகளிலும் இட ஒதுக்கீடு: கட்டாய கல்வி உரிமைச் சட்டத்தின் கீழ் தமிழகத்தில் அனைத்து தனியார் பள்ளிகளிலும் நுழைவு நிலை வகுப்புகளில் 25 சதவீத இட ஒதுக்கீடு வழங்க வேண்டும். இந்த விதிமுறை சிபிஎஸ்இ பள்ளிகளுக்கும் பொருந்தும். விதிமுறைகளுக்கு உட்பட்டு பள்ளிகளில் ஏழை மாணவர்களுக்கு சேர்க்கை வழங்க வேண்டும். இல்லாவிட்டால் சம்பந்தப்பட்ட பள்ளிகள் மீது உரிய நடவடிக்கை எடுக்கப்படும். இனிவரும் காலங்களில் அனைத்துப் பள்ளிகளிலும் இந்த இட ஒதுக்கீட்டு அறிவுறுத்தல்களை பின்பற்றி முழுமையாக நடைமுறைப்படுத்த வேண்டும்.

தனியார் பள்ளி மாணவர்கள் பிளஸ் 2 வகுப்பை முடித்த பின்னர் தனியாக ஓராண்டு தனியார் பயிற்சி மையங்களில் சிறப்புப் பயிற்சி பெற்று தேர்வெழுதுகின்றனர். இந்த காரணத்தால்தான் அவர்கள் அதிகமாக தேர்ச்சி பெறுகின்றனர். நிகழாண்டு அரசின் சார்பில் செயல்படும் இலவச நீட் பயிற்சி மையங்களில் மேம்படுத்தப்பட்ட தொழில்நுட்ப வசதிகள் இணைக்கப்பட்டுள்ளன. முதுநிலை ஆசிரியர்களுக்கும் நன்கு பயிற்சி அளிக்கப்பட்டுள்ளது. எதிர்வரும் நீட் தேர்வில் அரசுப் பள்ளி மாணவர்கள் அதிகளவில் தேர்ச்சி பெறுவர் என்றார்.
